sir, 412 C 29943 Goverment House, 22 Hongkong, 20th. June, 1902. With reference to my Despatch No.260 of the 19th. instant, I have the honour to submit for your consideration a statement of the estimated cost for the special Plague Staff, the establishment of which is recommended by Professor Simpson in his second Memorandum on Plague Prevention dated 20th. March, 1902, paragraph 29.

2. The necessity for such a Staff has already been recognised, for such a Staff has been in fact employed in a greater or less degree since the outbreak of Plague in 1894. It will I believe conduce to economy if a smaller and better trained Staff is provided for on the Estimates for the year, as long as the recurrence of Plague necessitates such provision, instead of employing, as has been done this year and last year, a very large temporary Staff engaged each year as the occasion arose. The notes to the proposed establishment show the reductions in the number of Temporary Inspectors which the establishment of a Permanent Staff will, it is hoped, render possible.

The Staff set out in the enclosure hereto has been approved by Professor Simpson, with the exception that he recommended five Chinese Doctors trained in Western Medical
